Hypocritical government u-turn on protectionism

Only two weeks ago Alistair Darling was banging on about how we could not fall into a circle of protectionism. He is quoted as saying:
But in the US and in Europe... we can't have protectionism. Each country in the world needs its neighbours more than ever, whether in relation to trade or getting credit going.

He was preceeded by Gorden Brown saying:
protectionism protects no-one and least of all the poor

A few minutes ago Jackie Smith was on the BBC saying that they would introduce new regulation to ensure that British jobs would be offered to British workers first. Only if the post could not be filled would they be allowed to advertise the job to foreign workers.
After Alistair Darling's statement, the UK is not going to look good to the rest of the world. We can't preach to others about what they must do when we then go and do the exact opposite. Couple this with the latest news that the government is seriously looking at offshoring I.T. jobs to India in order to save on it's current £16 billion I.T. bill and it is sensible to ask What are our governments policies?
Which is it to be, protectionism or not? British jobs for British people or British jobs for Indian I.T. companies? I get the impression that many people in government are the thickos from the back of the class in school.
